That's the part you don't EVER take out!
It's called the stock crossbolt and it keeps the metal action and barrel from destroying the wood stock on recoil. Recoil lug is also a common name.
The Arisaka, like the Springfield 1903, was a close-copy clone of the Mauser 98 rifle and you find this metal part on all of them. It's vital, put it back in. There is never any need to take it out.
