Not German exactly, but more the terra cotta style of Roman Britain. It looks quite a lot like the facade of a typical Roman villa of the 2nd or 3rd C AD.

The building [Morrison's] in your picture, is very typical of a style put up in the 1990s - Shopping Malls, Supermarkets and so forth.
The style is influenced by both Roman and German architecture.
