Ok, large numbers used the SMGs, but they didn't waste all the MN's either. Otherwise they wouldn't have had so many to export in the previous decades. The Russians just never throw anything out, see? They still have warehouses and bunkers full of WWII artillery pieces "just in case".
The close in fighting didn't require long aimed shots, and conscripts were much easier to equip with an SMG and send them out to do the fighting. SMG's are not sophisticated battle tackle, anything a SMG can do, a pistol or a shotgun can also do, but throw less lead, and be less intimidating. Giving everyone SMG's allowed massive suppression fire, and for the swarming tactics the soviets liked to use in urban environments to have maximum shock effect. Plus, women can handle pistol-caliber SMG's and keep them on target, and the Soviets used a lot of women in the war in what we consider front line-ish work.
One of the primary infantry weapons was an SMG, and the Shapagin SMG was credited with winning the battles in the cities in the soviet union and saving the nation and communism. It was quick to make, and at the battle of Stalingrad in particular they ran out of rifles at the front, and would send men into battle unarmed and told to pick weapons off the dead.(Stalingrad, Moscow, etc) It was a symbol of a solution to a stupid problem that got turned into a symbol of resolve.
