He uses intimidations, violence and militia against those who 'dare' to oppose him, so can he be considererd fascist?
Actually, in view of the fact that he got office on the basis of weapons given to him by Communists during the height of the Cold War, I think that a Communist dictator would be the better call, BUT Communist or Fascist - 2 halves of the same butt.
