In ww1 why did germany not fight the british royal navy again after the battle of Jutland?

There was a big difference in the number of ships avilable to both sides, the british had by far the bigger fleet, germany and its leaders believed that in a staight stand up fight the british would win, so they worked towards fighting 'bits' of the royal navy at a time.
they planned on trying to ambush the royal navy bit by bit, they planned on sending out a small force to attack british coastal towns, while the main force of german ships hung around out of sight, the plan was the british would send a few ships to take on the german raiders and sail right into the main german navy, this way the german hoped to level the playing field by destroying the royal navy piece by piece.
The royal navy in keeping with its centuries old tradition of aggressive action simply wanted to go toe to toe with the germans and smash them up in one big battle.
when jutland happened it came as a bit of a surprise to both sides as both sides thought they were going to ambush a small force only to run right into each others main navies.
the battle was proberbly a draw, the germans sunk more ships but they fled the battlefield.
the germans, dispite sinking more ships still considered the battle a defeat, towards the end of the battle the british were starting to get their act together and the germans began to suffer, as such the germans decided to retreat but in retreat they sailed right into another force of royal navy ships with more chasing them, they took another pounding but night began to fall and the british tried to guess which way the germans were going to sail but quessed wrong and lost them. the germans had escaped from taking a serious beating by the skin of their teeth and with a bit of good luck. this scared the germans badly, they knew that the british loses would be replaced quickly by the british simply recalling ships from other places all over the world. the germans could not replace their ships so easily as there was by now a massive shortage of steel in germany as most steel was being used for either building guns for the armies or submarines which the german high command considered cheaper but also more effective in attacking the british merchant fleets.
as such the germans became paralised with indecsion on what to do next, they did not want to risk losing more ships in another inconclusive engagement against an enemy that could afford and was willing to take the losses.
as the german ships sat in port the crews became bored and frustrated and their skill levels began to fall, so that finally when the german did decide to go for it and come out and fight the crews simply refused to and revolted.
